There are many different ways to evaluate a starting pitcher such as number of quality starts, % of quality starts, K's/9, Wins, ERA, WHIP, but the one stat that appears to predict success is a pitchers Command. Here I am using a slight variation to Ron Shandler's Command ratio of K/BB. Instead I used (K-BB)/9. Below I give a list of the top 20 NL-only starting pitchers based on their 2008 Command ratio.

You can see for the most part that all of these pitchers put up solid ERA and WHIP ratios, with the exception of Aaron Harang, Jonathan Sanchez and Johnny Cueto.
Some of the names on this list won''t be drafted in the first 10 rounds of most drafts, but there could lie some value if taken in later rounds. In roto leagues, Wandy Rodriguez, Johnny Cueto and Jonathan Sanchez probably can be bought for less than $7-10, but could produce double that in value.
